David "Doc" Fifer

A Junior Emergency Medical Care major, David “Doc” Fifer has served in the EKU Student Government Association for two years. As a sophomore Senator, Fifer rose to prominence as a member of the Student Rights Committee, introducing legislation concerning Senate membership requirements and the protection of sensitive student information. As a member of the Constitutional Revision Committee, Fifer authored the section of SGA's governing document that created the Ethics Administrator/Ombudsman position, bringing more accountability to student self-governance. In addition to serving on various other SGA committees (including the Budget Committee and Student Technology Fee Committee), he sat as a student member on the University Parking and Transportation Committee and the Student Disciplinary Committee, the highest appellate body of the student judicial system.

This year, as Chairman of the Student Rights Committee, Fifer continues to tackle some of the most complex problems facing the student body, advising SGA and University officials alike on a wide range of issues. His accomplishments this year include resolutions abolishing mandatory meal plans for students after their freshman year, the establishment of a new and more efficient shuttle schedule, and collaborative work with the Residence Life Council to provide soap for residence hall bathrooms. As a member of the Parking and Transportation Committee again this year, Fifer worked with administrators to develop over 30 specific recommendations for improvements to the campus parking situation, and continues to implement them. Working closely with the Division of Public Safety, Fifer has been instrumental in replacing outdated safety call boxes and security cameras, and committing SGA resources to safety improvements around campus. Often consulted by administrators on issues as diverse as free speech, religious diversity, organizational funding, and safety and security, student rights continues to be an area of expertise and passion for Fifer.

Of particular pride to Senator Fifer is his work this semester on improving the relationship between the student body and the City of Richmond. Working closely with SGA President Kyle Moon, Fifer has engaged civic leaders in a discussion on a more positive future for the students as citizens of the Richmond community. In addition to starting a police ride-along partnership between the Richmond Police Department, Student Senate, and the Inter-Fraternity Council, Fifer successfully negotiated with the Office of the Mayor for the ability of the Student Body President to appoint EKU students to city commissions. As a member of the Joint EKU/Community Relations Committee, Fifer continues to work with senior members of EKU administration and leaders within the Richmond Chamber of Commerce to provide a more positive experience for Eastern students as they live and work in the community.
